Maria Rosaria Donnarumma is an Italian Lawyer, Professor of International Law and Public Law.
Graduated in law, with a thesis on International Law, under the guidance of professor Rolando Quadri, obtaining the maximum votes (110/110 ) with summa cum laude and the acknowledgement of the right to publish her thesis. Winner of numerous scholarships.
She got the “Licence ès sciences politiques, études internationales” (équiv.) and the “Diplome d’études supérieures en droit” from the University of Geneva, and the Specialization in International Law at the Graduated Insitute of International Studies, Geneva, Switzerland.
She carried out research for CNR (Italian National Council for Research) at the Graduate Institute of International Studies, Geneva, Switzerland.
Member of the Alumni Association of the Graduate Institute of International Studies, Geneva, Switzerland.
Registered with the Rome Bar Association, holder of the lawyer’s professional identity card of the European Community.
Juridical consultant for the Italian Ministry for Foreign Affairs, and in this capacity has attended numerous international conferences, and has participated in negotiation towards the elaboration of bilateral agreements and multilateral agreements within the framework of the Council of Europe, the European Communities, the Conference of the Hague on private international law, the Unidroit, the United Nations, the International Maritime Organization, the International Civil Aviation Organization. She has also contributed to the preparation of international arbitrations, in particular between Italy and the USA in the Raytheon-Elsi s.p.a. Case.
Professor of International Law at the University of Rome “La Sapienza”. Professor of Public Law Institutions and Advanced Public Law at the University of Naples “Federico II”.
Visiting professor at the University of Montpellier, Faculty of Law, where in June 2009 she held a course at the “Université européenne d’été” on the topic of « L’effet centrifuge de la constitutionnalisation de l’Union européenne selon les Cours constitutionnelles ».
She organized international meetings on such subjects as : « La primauté de la loi et le contrôle juridictionnel de la “ragionevolezza” des lois en France et en Italie », 8-9 May 2008, University of Naples “Federico II”; « Le constitutionnalisme à plusieurs niveaux.
